Norelco 3600 verdict: who should buy it
The most-reviewed shaver in our data, and the reason is simple: a cheap rotary that's comfortable, washable and hard to kill.
Best for
- Tight budgets and first-time electric shavers
- A backup shaver for the gym bag or the office drawer
- Normal beards shaved every day
Look elsewhere if
- You'd like a charging stand and a pop-up trimmer: Philips Norelco Shaver 3900
- Your beard is coarse and dense: Panasonic Arc5 (ES-LV67)
- You get razor burn easily and can spend more: Philips Norelco Shaver 7800
Why it ranks #9 of 17
This is the entry point to Philips' current lineup. Rounded ComfortCut caps hold the blades just above the skin, which is why it's gentle and also why it isn't the closest shave here. Five-direction pivoting heads keep contact with the jaw. For a daily shaver with an average beard, it's honestly enough, and the owner numbers back that up: no other shaver in our snapshot comes close to its review count.
It earned a Shaver Notes score of 8.2/10 and the "Best budget rotary" spot on the best electric shavers for men list.
What the Norelco 3600 does well
- One of the lowest running costs of any rotary
- Rounded caps are kind to skin
- Fully washable; works wet or dry
- Charges from any USB-A port, handy for travel
Norelco 3600 problems and things to know before you buy
- It's not as close as a mid-range foil, especially on day-old stubble along the jawline.
- There's no wall adapter in the box. A phone charger works.
- On a 4-day beard it's slow; trim first.
What owners keep saying
An enormous base of owners and steady ratings. The criticism is predictable for the price: speed on thick growth and a finish that's smooth rather than glassy. Durability gets a lot of compliments. People report these lasting years as a daily driver.
Owner base: The most-rated shaver in our data set by a wide margin (Amazon, October 27, 2026). Summarized in my own words; no reviews are copied.

Model numbers and versions explained
The 3600 and 3900 share the 3000-series cutting unit. The 3900 adds a charging stand, a pop-up trimmer and SkinProtect branding. Older lists still recommend the Norelco 2100, 2300 or 3500, which this generation replaced.
Running cost: heads
Replacement part: Philips 3000-series heads (SH30 type), about every 24 months. Rinse under the tap after each shave and let the head dry open. Philips rates the blades for about two years; when the shave starts pulling, it's time.
Rough 5-year cost including heads: about $115 at a $ street price (estimate). Run your own numbers in the 5-year calculator.
